SUMMARY
On March 10, 2024, the San Leandro Police Department (SLPD) began coordinating the transfers of 9-1-1 and non-emergency telephone calls to ensure continuous public safety services for the City of San Leandro by contracting with the Alameda County Sheriff’s Office Emergency Services Dispatch Center (ACSO ESD). The initial agreement was set for six months, with two 6-month extension options. On September 10, 2024, SLPD exercised the first extension option, renewing the contract with ACSO ESD for an additional four months, which expired on January 4, 2025.
RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to approve and authorize the City Manager to increase the not to exceed amount by $51,472.92 bringing the total not to exceed amount to $351,472.92
BACKGROUND
On April 15, 2024, the City Council adopted Resolution No. 2024-036, authorizing the City Manager to enter into an agreement with the Alameda County Sheriff’s Office Emergency Services Dispatch Center (ACSO ESD) for Public Safety Answering Point Services (PSAP) for the San Leandro Police Department Communications Center (Comm Center), the City’s primary PSAP. This agreement was established to ensure reliable 9-1-1 services amidst ongoing staffing shortages. Under the terms of the agreement, SLPD engaged ACSO for both 9-1-1 and non-emergency call answering services. The initial contract was set for six months, with two 6-month extension options. In exchange for these services, the SLPD agreed to pay the Sheriff’s Office for the actual costs, up to a maximum of $500,000 per term, with monthly invoices issued for the dispatching services provided.
Analysis
On September 10, 2024, SLPD exercised the first extension option of its agreement with ACSO, renewing the contract for an additional four months, resulting in a total contract period of ten months.
In its commitment to meeting the public’s expectations for reliable 9-1-1 services, SLPD has focused on recruiting qualified Public Safety Dispatchers. Over the course of these efforts, SLPD has successfully hired six dispatchers and one supervisor. These recruitment efforts have yielded positive results, with the Department currently employing 13 dispatchers and two supervisors, filling all but one of the 14 authorized Public Safety Dispatcher and two Dispatch Supervisor positions. These roles are essential for maintaining operational efficiency, ensuring officer safety, and delivering timely services to the community. As a result of these new hires, ACSO ceased providing support to SLPD on January 4, 2025.

Financial Impacts
The extension of the contract agreement for 9-1-1 services from the Alameda County Sheriff’s Office will cost the City an additional $51,472.92. This Council action will be funded with salary savings within the Police Department and will be appropriated from account 010-21-004-4101 to account 010-21-018-5120.
