SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work by Con-Quest Contractors, Inc. for the Sanitary Sewer Line Replacement/Repair 2012-13 Project and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds, and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

The subject project replaced approximately 2,200 linear feet of pipe of various sizes, built or reconstructed 26 manholes, along with other miscellaneous repair items as identified on the project plans.  These improvements increased the sanitary sewer system’s reliability, reduced the frequency of required maintenance, reduced the risk of sewage overflows and improved system access and efficiency of maintenance operations. 

 

Composite non-metallic manhole frames and covers were installed on a trial basis at several locations where sewer gases have corroded the existing metal frames and covers; the performance of these items will be monitored.  The non-metallic manhole frames and covers are lighter than their metal counterparts, are unattractive to metal thieves, and are corrosion resistant.  The composite covers have locks operable only with special tools to deter unauthorized access.

 

Analysis

 

On April 20, 2015 the City Council awarded the construction contract for the subject project to Con-Quest Contractors, Inc. Construction is complete. The work was inspected and deemed to comply with the contract documents and City standards.

 

To address major emergencies encountered during this project, staff requested and obtained City Council approval to increase the contract amount. Two urgent situations were resolved with this expanded contract: upsizing the deteriorated sewer main on West Juana Avenue, which serves the 200-unit Marea Alta housing development, and repairing a broken sanitary sewer force main line at the intersection of Merced Street and Fairway Drive.  The sewer force main was likely damaged during the construction of a PG&E project in 2015.  The City submitted a claim to PG&E for the cost of repairs by Con-Quest Contractors and the cost of City staff time associated with the force main repair and clean-up efforts.

Previous Actions

 

                     On July 21, 2014, the City Council by Resolution No. 2014-079 rejected all bids for the subject project.

                     On April 20, 2015, the City Council by Resolution No. 2015-083 awarded the construction contract in the amount of $1,114,310.00 for the subject project to Con-Quest Contractors, Inc. and appropriated an additional $279,512.00 of Water Pollution Control Enterprise Funds to allow for the inclusion of the Additive Bid Item.

                     On September 8, 2015, the City Council by Resolution No. 2015-153 authorized the City Manager to negotiate and approve Contract Change Orders up to 25% for the contract with Con-Quest Contractors, Inc. and also for other active construction contracts.  No funding appropriation was included or necessary with Resolution No. 2015-153.

                     On April 4, 2016, the City Council by Resolution No. 2016-041 appropriated $291,510.04 of Water Pollution Control Enterprise Funds and approved an increase in the contract change order cap from 25% to 40%

                     On July 18, 2016, the City Council by Resolution No. 2016-094 appropriated $313,388.84 of Water Pollution Control Enterprise Funds and approved an increase in the contract change order cap from 40% to 60%

                     Policy 52.04: Maintain efficient, environmentally sound, and cost-effective wastewater collection and treatment services in San Leandro.

 

Environmental Review

 

This project was deemed categorically exempt from the California Environmental Quality Act (CEQA) per Section 15302 - Replacement or Reconstruction, Class 2.  The Notice of Exemption was filed with the Alameda County Recorder’s Office on July 22, 2013.

 

Summary of Public Outreach Efforts

 

This project was advertised in the Daily Review on February 26, 2015 as well as the World Journal, South County Post and Vision Hispana Newspaper, the circulations of each reflecting the diversity of San Leandro.  Staff also notified contractors interested in working with the City via email and sent plans to bid shops and plan rooms.

 

The contractor notified residents and businesses whose properties were directly impacted by construction by passing out flyers and talking to them in person.

 

Fiscal Impacts

 

The total project cost was $1,972,473.70, which includes design, construction, and construction administration.
