SUMMARY AND RECOMMENDATIONS

 

Staff recommends approval of the consulting services agreement with Mark Thomas and Company, Inc. for exploration of options and development of concept plans to improve the streetscape along Marina Boulevard from Merced Street to Monarch Bay Drive. 

 

BACKGROUND

 

In support of the proposed development at the San Leandro Shoreline and as result of the recommendations of the Next Generation Workplace District Study, the City is interested in making pedestrian and gateway aesthetic improvements to Marina Boulevard between Merced Street and Monarch Bay Drive.  This design effort will solicit stakeholder and public input, develop options, and prepare 30% design documents for the selected improvements.  The deliverables will be used in developing final construction drawings and determining future project funding needs.  The project is generally envisioned to consist of sidewalk improvements, ADA ramp upgrades, bulb outs, landscaping, monument signs, bus shelters/seating, medians, street and pedestrian lighting, and AC pavement rehabilitation.

 

This section of Marina Boulevard provides a strategic connection between I-880 and the Kaiser Medical Center to the east and the San Leandro Shoreline to the west. The project goal is to provide a framework described in the Next Generation study for future investment that is both public and private that will cultivate economic revitalization that is compatible with the surrounding areas.  As noted in the plan, prospective investors, developers and manufacturers passing through the area need to see concrete change that gives credibility to new policies and development.  This reinvestment in the area will contribute to the positive changes taking place in the area.

 

Analysis

 

A request for proposals was posted on the City website and emailed to firms that expressed interest in working with the City; this effort resulted in receipt of 6 proposals.  Proposers were ranked and interviews were held with the top three firms.  Mark Thomas and Company, Inc. was chosen based on demonstrated technical ability and fit with the project scope.

 

This contract for $291,326 represents our current understanding of the work required.  Occasionally, changes to the scope of contracts are necessary to respond to new information and/or to include additional items of work necessary for a complete product.  In order to resolve these issues in a timely fashion and avoid delaying work, staff additionally requests authorization to issue individual change orders to the consultant up to 10%, or $29,132 each, and cumulative change orders up to 25%, or $72,831, of the original contract.

Applicable General Plan Policies

 

Policy 9.05 Gateway Improvements:  Encourage “gateway” improvements which enhance the approach routes to the Marina while minimizing the impacts of increased traffic on area neighborhoods.

 

Environmental Review

 

A review the California Environmental Quality Act will be done during the design phase.  Staff anticipates that this project will be categorically exempt but the project will include mitigation measures should they be required.

 

Summary of Public Outreach Efforts

 

Public outreach is included in this project phase.  Individual public meetings will be held for the business community and the residential community.  We will solicit input from stakeholders such as home owners associations, realtors and the shoreline developer. 

 

Announcements for public meetings will be printed in multiple languages.

 

Fiscal Impacts

 

The estimated total cost for this phase of the project is $400,000.

 

The cost of this contract is $291,326.  If change orders are necessary they will not exceed $72,831.

 

Budget Authority

 

This project will be funded by the existing appropriation of $542,000 in account 210-38-360 approved by Resolution 2015-171.
