SUMMARY
The playground at Halcyon Park was destroyed by arson. Ross Recreation Equipment, the local distributor of Landscape Structures playground equipment, has been selected under a Sole Source Resolution No. 2015-130 to provide and install the new playground.
RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to:
1. Execute a Non-Professional Service Agreement with Ross Recreation Equipment for installation of a new playground at Halcyon Park in the amount of $195,434.02.
2. Negotiate and approve cumulative change orders up to 10% ($19,543.00) of the original contract amount, bring total not to exceed $214,977.02
BACKGROUND AND ANALYSIS
On October 6, 2024, the tot playground at Halcyon Park was severely destroyed by arson, necessitating the removal and replacement of both the structure and playground surfacing.
Staff solicited a quote for Ross Recreation Equipment, the Northern California distributor of Landscape Structures playground equipment, to provide a new playground structure suitable for children aged 2-5 years. The scope of work includes the supply and installation of the new playground structure and replacement of the playground surfacing.
In 2015, the City established Landscape Structures, Inc. as the sole source supplier for playground equipment through Resolution No. 2015-130. This designation ensures consistency of repairs by standardizing playground equipment Citywide. The sole-source arrangement provides efficiencies in procurement, spare parts availability, and maintenance procedures.
Previous Actions
Resolution No. 2015.130 - Approval of Landscape Structures, Inc. as the City’s Sole Source Supplier of Park Playground Equipment.
Financial Impacts
Sufficient funds are available in CIP account 210-62-140-5240 which is allocated for park major maintenance for FY 2022-2023.
This Council action will not impact fund balance because there is $214,977.02 available in the adopted FY2022-2023 CIP budget.
