SUMMARY
The City’s Recreation and Parks Department received a $25,000 grant from Kaiser Permanente. These funds help augment the programming the Recreation and Parks Department provides, especially the Senior Grocery Delivery Program that provides seniors with mobility limitations access to healthy food through home delivery.
RECOMMENDATIONS
Staff recommend that the City Council adopt the Resolution to:
1. Accept $25,000 in grant funding from the Kaiser Permanente; and
2. Appropriate $25,000 of grant funds in the Special Grants Fund, Senior Services Program; and
3. Authorize the City Manager to execute all related agreements and documents necessary to proceed with the project implementation.
BACKGROUND
The City’s Recreation and Parks Department currently offers food access programs at the Senior and Marina Community Centers for seniors but has identified a specific need to support seniors, who due to mobility limitations from acute or chronic health condition, are not able to pick up their grocery bag at one of the two community centers. To address this need, the Recreation and Parks Department applied for the 2026 Kaiser Permanente Community Health Grant, an annual program that funds innovative projects that support the health and wellbeing of the community. With this grant, the Recreation and Parks Department will support the health and wellbeing of San Leandro seniors by implementing activities outlined in the City’s Age-Friendly Action Plan, strengthen its partnership with local community-based organizations, increase the promotion and outreach about services, and enhance the City’s partnership with Kaiser Permanente. In 2025, Kaiser Permanente awarded the City of San Leandro a sponsorship award that helped fund the Annual Senior Services Expo, designed to increase awareness and utilization of services offered at the San Leandro Senior and Marina Community Centers. In March 2026, Senior Services participated in Kaiser Permanente’s first Aging Well Resource Fair, which was by invitation only. The purpose of the event was to connect older adults to resources for healthy and independent living.
Analysis
On March 31, 2026, the City of San Leandro submitted a proposal for the 2026 Kaiser Permanente Community Health Grants cycle. Proposed services were required to align with Kaiser Permanente’s Community Health Needs Assessment (CHNA), which outlined priority areas for the 2026-2028 grant cycles. CHNA identifies the following significant health needs, in priority order: access to care, income and employment, mental and behavioral health, housing, and community safety. Applicants were required to submit a pre-application questionnaire by February 17, 2026. After reviewing all submitted questionnaires, selected organizations were invited to submit a full proposal. The City of San Leandro was selected, and a full proposal was submitted by March 31, 2026. On June 13, 2026, Kaiser Permanente provided an intent to award notice.
Legal Analysis
The City Attorney reviewed these documents and agreements and approved as to form.
Financial Impacts
This action will result in Council approval to accept and appropriate $25,000 in Kaiser Permanente 2026 Community Health Grant Award grant funds in the Special Grants Fund, Senior Services Program.
This Council action will not impact fund balance because the grant funds will be awarded in advance and expended in the same fiscal year. There is no City match required.
