SUMMARY
It is recommended that the City Council adopt a Resolution approving and authorizing the City Manager to execute Amendment No. 3 to the Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. for security services at City facilities for FY 2027.
RECOMMENDATIONS
Staff recommend that the City Council adopt the attached Resolution authorizing the City Manager to execute Amendment No. 3 to the Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. to:
1. Extend the Agreement term through June 30, 2027; and
2. Increase compensation by $68,792 for FY 2027, bringing the total contract amount to a not-to-exceed amount of $411,376.
BACKGROUND
The City of San Leandro has contracted with private security firms to provide security services at City facilities since 2011. Security personnel have provided support for facility rental events at the Marina Community Center and Senior Community Center and have assisted in maintaining safe and welcoming public facilities.
On July 1, 2024, the City entered into a Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. for security services at City facilities. In June 2021, ANI Private Security and Patrol, Inc. began providing security services at City Hall, including visitor assistance, facility monitoring, and security patrols.
The City subsequently approved amendments to continue security services and adjust service levels to meet operational needs. Staff recommend approval of Amendment No. 3 to extend the Agreement through June 30, 2027, and increase compensation by $68,792 for FY 2027, resulting in a total contract amount not to exceed $411,376.
Analysis
Contracted security services continue to provide an important safety and customer service presence at City facilities while supporting facility operations and risk management objectives. Security personnel assist with visitor assistance, facility access, monitoring public spaces, responding to incidents, and enforcing facility policies.
The proposed amendment will allow the City to maintain security personnel at the Senior Community Center and other City facilities requiring security support through June 30, 2027.
Continuing these services supports the City's Quality of Life and Public Safety priorities while helping ensure City facilities remain safe, welcoming, and accessible for residents, visitors, and employees and allowing Staff to remain focused on core program and service delivery responsibilities.
Amendment No. 3 will:
• Extend the Agreement through June 30, 2027;
• Increase compensation by $68,792 for FY 2027; and
• Maintain all existing scope, terms, and responsibilities except as amended.
Approval of Amendment No. 3 will ensure continuity of security services at City facilities and support safe and efficient facility operations.
Previous Actions
• July 1, 2024 - City Manager executed a Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. for security services at City facilities.
• March 2025 - City Council adopted Resolution No. 2025-029 approving Amendment No. 1 to the Non-Professional Services Agreement with ANI Private Security and Patrol, Inc.
• July 2025 - City Council adopted Resolution No. 2025-104 approving Amendment No. 2, increasing compensation by $162,584 and bringing the total contract amount to $342,584 through June 30, 2026.
Financial Impacts
Sufficient funds are included in the FY 2027 budget for security services:
• General Fund - Recreation, Account 010-61-025-5866: $35,000
• General Fund - Human Services, Account 010-63-006-5866: $33,792
Total: $68,792
This Council action will not impact the fund balance because funds are included in the FY 2027 adopted budget.
