SUMMARY AND RECOMMENDATIONS
Alameda County Fire Department (ACFD) staff train at the City property located at 890 Lola Street, known as the Fire Training Center. There is no current lease agreement for this use, nor does the ACFD pay rent for the site. Staff recommends that the City Council approve the lease agreement with the ACFD for the Fire Training Center at 890 Lola Street establishing rent and formalizing the agreement concerning use and maintenance of the property.
BACKGROUND
The City wishes to continue its cooperative relationship with the ACFD by allowing emergency training at the City property known as the Fire Training Center. The ACFD has occupied the site rent free since it was established in 1995. However, as the ACFD has continued to grow and expand, the City believes all agencies that make up the ACFD should share in the cost to lease this City property rather than the City of San Leandro carrying the entire burden. Therefore, the City wishes to lease to the ACFD the property at the appraised lease value of $10,782 per month for a period of 10 years commencing on July 1, 2013.
In 1968, the City built the Fire Training Center for training San Leandro Fire Department personnel. When the ACFD was established, the City allowed ACFD to continue to use the property at no cost for the training of its personnel and the personnel of other fire protection organizations at the site.
Analysis
The ACFD entered into an agreement for fire protection services with the City on July 1, 1995. Section 7 of this agreement granted the ACFD the use of the training tower and Fire Training Center for training of its personnel at no cost. The ACFD entered into another agreement with the City on September 6, 2005 regarding fire and emergency response services. Section 4 of the agreement briefly discusses the use of the Fire Training Center by the ACFD (at no cost to ACFD) and the responsibilities for maintenance.

Previous Actions
- On June 26, 1995, by Ordinance No. 95-010, Council adopted an Urgency Ordinance Amending Chapter 2 of Title I of the San Leandro Municipal Code relating to departments, approving the fire protection and emergency medical services agreement and declaring this matter an urgency measure to take effect July 1, 1995
- On September 6, 2005, by Resolution No. 2005-129, Council approved an agreement between the City and the Alameda County Fire Department regarding fire and emergency response services
Fiscal Impacts
Revenue in the amount of $129,384 will be generated the first year, with the rent increasing by a minimum of 3.5% each year after that. This is revenue to the general fund and is accounted for in the 2013-15 budget.
