SUMMARY

 

The Department of Energy’s Energy Efficiency Conservation Block Grant has awarded City of San Leandro grant funds in the amount of $143,300 to purchase electric transit vans for the City fleet.  

 

RECOMMENDATIONS

 

Staff recommends the City Council authorize acceptance of grant funds in the amount of $143,300 from the Energy Efficiency Conservation Block Grant and appropriate the funds for purchase of electric vehicles.

 

BACKGROUND

 

Electrifying the City fleet was identified as an action item in the City’s 2021 Climate Action Plan as a climate mitigation strategy for improving community-wide public health, maintaining robust and resilient infrastructure, and reducing greenhouse gas emissions. 

 

The Department of Energy’s Energy Efficiency Conservation Block Grant equipment rebate program allows for streamlined access to funding for activities related to energy efficiency, including retrofits, transportation programs, renewable energy technologies, reduction of greenhouse gas emissions, and building energy audits. City of San Leandro received an allocation of $143,300 for the equipment rebate.  

 

Analysis

 

California Air Resources Board set a mandate for local governments to transition their fleets to zero emission vehicles. By 2035, all new vehicles sold will be 100% electric or hydrogen and by 2036, all new medium and heavy-duty vehicles will be zero emission by the Advanced Clean Fleet regulation. 

 

The Energy Efficiency Conservation Block Grant funds and the purchase of the electric transit vehicles will help City of San Leandro meet the Advanced Clean Fleet requirements. 

 

The total quote from the vendor National Auto Fleet Group for the three vehicles is $191,891. Existing allocation for fleet vehicles from General Fund will be used for the leftover amount that is not offset by the Energy Efficiency Conservation Block Grant funds.   

 

The Department of Energy has not yet provided the text of the agreement for grant funds.  If the terms of the agreement are similar to previous Federal grants the City will be able to comply without hardship.

Financial Impacts

 

Sufficient funds are included in the Fiscal Year 2023-2024 General Fund budget to purchase the electric transit vans. The Energy Efficiency Conservation Block Grant will provide $143,300 in funding for the purchase:
