Adopt a Resolution to Approve and Authorize the City Manager to Execute a Consulting Service Agreements with Robert Half International Inc. for an Amount Not to Exceed $250,000 for Staff Augmentation Services in Multiple City Departments.
BACKGROUND
The City first engaged Robert Half International Inc. in March 2022 to temporarily fill administrative vacancies in the Information Technology department and City Clerk division. Additional administrative staffing needs arose in the Police Department, Information Technology and other City departments in 2022 and 2023, which necessitated continued staffing services from Robert Half. In 2024, City Council authorized staff to execute agreements with Robert Half for services related to the Enterprise Resource Planning (ERP) Project, not to exceed $925,000.
Founded in 1948, Robert Half International Inc. has a long history of connecting employers with highly skilled job seekers and providing employers access to specialized talent needed to support operational services.
Analysis
The City continues to actively recruit for vacant positions in an extremely tight job market. To maintain effective City operations while recruitments are in progress, temporary staffing assistance will greatly support various departments in meeting administrative workload and maintaining service levels.

The City Attorney’s office reviewed and approved this staff report and resolution as to form.
Financial Impacts
The combined total cost for fiscal year 2025-2026 is $250,000.
Sufficient funds are included in the Information Technology Internal Service Fund and City Manager’s Office adopted budget for this contract:
• Information Technology: $200,000
• City Manager’s Office $50,000
• Total $250,000
This Council action will not impact fund balance as there are funds available in the adopted budget.
