SUMMARY
Staff recommends that a multi-disciplinary team led by Good City Company be awarded a contract to prepare a Bay Fair Community Based Transportation Plan (CBTP) in partnership with Alameda County. The scope of work would advance the City’s goals to transition the area around the Bay Fair BART station into a dynamic, mixed-use transit-oriented development (TOD).
The CSA with Good City Company sets a not to exceed amount of $350,000, which is entirely funded through an Alameda County Transportation Commission (ACTC) grant. The Resolution authorizes execution of documents required to receive funds.
The CBTP will complement the Bay Fair TOD Development Plan and Specific Plan Update work that will be performed by the same consultant team utilizing $1,800,000 in competitive Metropolitan Transportation Commission (MTC) Priority Development Area (PDA) grant funds.
RECOMMENDATIONS

BACKGROUND
On February 20, 2024, the City Council adopted a Resolution approving and authorizing the City Manager to execute a CSA with Good City Company for preparation of the Bay Fair TOD Development Plan, Specific Plan Update, and Related Environmental Documents. The CSA with Good City Company sets a not to exceed amount of $1,800,000, which is entirely funded through two competitive MTC PDA grants.
The Community Based Transportation Plan (CBTP) program was launched in 2002 by MTC to identify transportation challenges in equity communities around the region and strategies to overcome them. MTC awards CBTP funding to county transportation agencies to administer funding for and development of these community plans on MTC’s behalf. Consistent with MTC’s guidelines to prioritize areas that do not have current or recent plans, ACTC staff identified central Alameda County as an area where there is high equity need in and around MTC’s established equity geographies.
City of San Leandro and Alameda County Community Development Agency staff partnered to develop a proposal to prepare a CBTP for the area surrounding the Bay Fair BART station, including the area in unincorporated Alameda County.
On April 18, 2024, ACTC approved programming and allocation of $350,000 of One Bay Area Grant program (OBAG3) funds to the City of San Leandro for a CBTP that includes a portion of unincorporated Alameda County.
ANALYSIS
Consulting Services Agreement
The City issued a Request for Proposals (RFP) for professional consulting services on September 27, 2023 and received eight proposals by the October 30, 2023 deadline. A multi-department staff team evaluated the proposals with input from BART staff and private property owner stakeholders and selected the multi-disciplinary team led by Good City Company, which possess the necessary quality, fitness, capacity, experience and expertise to provide the services sought by the City. The team includes a comprehensive range of technical staff and subconsultants, including Good City Company, ARUP, BKF, and EPS.
Scope of Work
The Bay Fair CBTP augments the Bay Fair TOD Development Plan scope of work and extends the scope into the equity communities of unincorporated Alameda County as part of the larger planning for the TOD area.
Specifically, the CBTP-funded work will include:

• Needs Assessment of Community-Prioritized Transportation Gaps and Barriers
• Multi-Modal Recommendations
• Implementation Plan
• Monitoring and Evaluation Process
• Draft and Final CBTP
• Adoption Hearings
Applicable General Plan Policies
The CBTP would advance General Plan Policy LU-8.10, which calls for transforming the area around the Bay Fair BART station into a dynamic new transit-oriented development area. The CBTP would also advance Policy T-2.1 to Create and maintain "complete” streets that provide safe, comfortable, and convenient travel through a comprehensive, integrated transportation network that serves all users.
Financial Impacts
The recommended action will be cost neutral because grant funding will cover all expenses on a reimbursement basis. This program requires an appropriation of funding in the FY2024 adopted budget. The EDEN account number for this project is:
