SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council approve and adopt a resolution to amend the salary schedule for the San Leandro City Employees’ Association to modify the Code Enforcement job classification series to Community Preservation classifications.

 

 

BACKGROUND

 

The Code Enforcement Division in the Community Development Department has grown substantially in recent years.  The program seeks to partner with property owners, business owners, and residents to maintain San Leandro as a desirable place to live, work, and shop. It handles a subset of enforcement efforts (Community Preservation Ordinance, Weed Ordinance, Zoning Code and Business License Tax), while other city departments and divisions oversee enforcement of a variety of codes and regulations.

 

Both, Code Enforcement Officer and Code Enforcement Supervisor classification specifications have not been updated in a comprehensive manner for many years, and given expanded responsibilities to their roles, to help the City attract experienced staff and to ensure the ongoing success of the Division, provided an opportunity for a thorough review.  During the current budget process, City Council approved an additional position to assist with a further increase in the division workload related to enforcement efforts. 

 

Analysis

 

San Leandro City Employees’ Association Salary Schedule

 

The Code Enforcement Supervisor classification would be revised to Community Preservation Supervisor, which would provide direction and supervise the work of staff performing community enforcement and compliance duties; plan and coordinate a comprehensive Community Preservation Program, including identification, investigation, and correction of violations of various state and local codes and ordinances, including but not limited to the City’s municipal, zoning, property maintenance, and building standards codes, and community preservation and weed abatement ordinances; and investigate citizen complaints of public nuisances and quality of life issues.  The Code Enforcement Officer classification would be revised to Community Preservation Officer I/II, which would perform a variety of routine to complex technical and public contact duties related to the City’s Community Preservation Program. 

 

These revised classification specifications respond to the City Council’s prioritization of community clean-up efforts and civilian enforcement of code violations. The expanded duties ensure effective and efficient oversight of City regulations, including consolidation of building code enforcement duties, which are currently handled by the Community Development Building Division.

 

As part of this analysis, Human Resources completed a total compensation survey to ensure competitiveness in the local labor market for comparable positions.  Based on the survey results, it is recommended that salary placement be set as follows:

 

Community Preservation Officer I                                          $6,647-$8,080 monthly

Community Preservation Officer II                     $7,508-$9,125 monthly

Community Preservation Supervisor                     $8,484-$10,312 monthly

 

The City has met and conferred with the San Leandro City Employees’ Association (SLCEA) to agreement on the proposed classification changes.

 

Board/Commission Review and Actions

 

The Personnel Relations Board approved the Community Preservation Officer I/II and Community Preservation Supervisor job classifications on July 20, 2023.

 

Financial Impacts

The proposed salary recommendations will have no financial impact on the City’s budget. Sufficient funds were approved in the Fiscal Year 2024 and Fiscal Year 2025 budgets in anticipation of these changes. If approved the salary range would be set as follows: 

§                     Community Preservation Officer I (Code Enforcement Officer) set at $6,647 -$8,080 monthly (range 65)

§                     Community Preservation Officer II set at $7,508-$9,125 monthly (range 70)

§                     Community Preservation Supervisor (Code Enforcement Supervisor) set at $8,484-$10,312 (range 75)
