HIGHLIGHTS

 

1.     CALL TO ORDER

 Mayor Cutter called the meeting to order at 4:03 p.m.

2.                        DISCUSSION ITEMS 

 

2.A.                     19-167 Staff Report for Presentation from Common Networks and Discussion about Residential Broadband Service in San Leandro

 

Chief Technology Officer Tony Batalla provided an overview regarding residential broadband services.  Common Networks provided a presentation on an alternative high-speed internet option for San Leandro residents and an opportunity to partner with the City of San Leandro.

 

Committee Requests/Direction to Staff:

Council member Cox is interested in the idea of providing affordable choices to San Leandro residents but is concerned with reliability especially servicing older homes in San Leandro. 

 

Vice Mayor Lopez addressed permissions and partnerships made with the City that garner the use of public assets for community benefit.  

 

Vice Mayor Lopez is interested in the affordability of Common Networks services providing opportunities for low income and seniors through discounts or working with non-profits.  The Committee recommends continuing to look at competitive options and Radio Frequency (RF) safety for the residents along with associated indemnification related to RF.  

 

Mayor Cutter suggested Common Networks investigate hiring San Leandrans and providing high school internships and/or apprenticeship as well as the opportunity for discounted services.  She encouraged Common Networks to attend San Leandro community events such as the upcoming Cherry Festival to help educate the residents on their services. She also mentioned San Leandro students should have the capability to access the internet service outside school grounds.

 

Vice Mayor Lopez noted that since they are not planning to going through an RFP process that it's best for the City to stay impartial.  

 

2.B.     19-250 Staff Update on Eden Road Project, Project No. 210-38-295
City Engineer Nick Thom provided a staff update on the Eden Road Project.

 

Committee Requests/Direction to Staff:

Staff asked for a recommendation on whether to expand or redesign Eden Road in anticipation of the growth of the Water Pollution Control Plant to accommodate the City’s future water regulation needs.

 

Mayor Cutter commented that it’s important to complete the road and partner with ALCO Iron & Metals and is in favor of the proposed cul-de-sac alternative.

 

Council Member Cox is in agreement with the proposed cul-de-sac alternative and would not suggest ALCO use Doolittle as an access road.

 

Vice Mayor Lopez indicated her priority is to help preserve space to augment facilities and help to reclaim water.

 

The Committee wants the Council to review the design contract and review the street dedication.

 

2.C.                     19-251 Staff Update on Project Development Projects

City Engineer Nick Thom provided staff update on Project Development Projects.

 

Committee Requests/Direction to Staff:

Council Member Cox inquired about the life expectancy of the metal roof and was pleased with the proposed plans for Farrelly Pool. 

 

Vice Mayor Lopez commented that the privacy screen proposed around the pool may not be necessary for public safety. 

 

The Committee recommends that privacy fencing be a bid alternative for fencing options before making a decision.  Keith Cooke will provide an update to the committee at the June Facilities and Transportation meeting.

 

Vice Mayor Lopez requested Oakland City Council Member Larry Reid be copied on the letter drafted to Oakland Mayor Libby Schaaf on the MacArthur Superior Roundabout project.  A time frame for the project should be included in this correspondence. 

 

The Committee would like to look at options to reduce speeds at the Roundabout.

 

2.D.                     19-252 Staff Update on Land Development Projects

 Principal Engineer Michael Stella provided staff update on Land Development Projects

 

Committee Requests/Direction to Staff:

Vice Mayor Lopez recommended Council Member Hernandez to be informed regarding work on East 14th Street.

 

Committee clarified traffic signage is for vehicles that have left the highway will be directed back to the highway by automated traffic signing being installed by MTC. 

 

Neighbor traffic calming will be added as part of future agenda item.

 

Vice Mayor Lopez requests for the Committee to look into the use of reclaimed water for construction purposes.

 

Council Member Cox inquired about city water fountains and bottle filling stations.

 

2.E.  19-253 Discussion Regarding Future Agenda Items

Director Keith Cooke discussed agenda items for the next Facilities & Transportation Meeting.  Future Agenda Items to include:

a. Neptune Drive FEMA Flood Control Project
b. Eden Road
c. Neighborhood Traffic Calming Program
d. Crosswalk Request and Recommendations
e. Bicycle Network - West
f. Automatic Red-Light Enforcement
g. Scooters - Shared Last Mile Transportation

Committee Requests/Direction to Staff:

Council member Cox commented on keeping scooters off sidewalks and would like to talk more about it at the next meeting.

 

Vice Mayor Lopez requested for the Committee to include a federal grant for the Neptune flood protection project.

 

3. PUBLIC COMMENTS

Resident and HOA board member Cherry Park Square Jeff Fish commented about the freeway exits at MacArthur and Foothill. He also mentioned the MacArthur Superior Roundabout project, in particular about speeding, accidents and crashes into the guardrail.

General Manager of MV Transportation Jay Ramos commented on congestion and activities at the intersection of Davis Street and Doolittle Drive.
