SUMMARY

 

The City of San Leandro was selected by the Alameda County Area Agency on Aging (AAA) for Senior Center Activities funding to expand inclusive programming for older adults through Senior Services. Including the initial award period and up to three one-year renewals, anticipated grant funding totals up to $170,000 through FY 2030, subject to continued County funding, satisfactory performance, and required approvals. Staff request appropriation of $40,000 for FY 2027.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt the Resolution to:

 

1. Accept and appropriate $40,000 in Alameda County AAA; Senior Center Activities grant funding for FY 2027 to the Special Grants Fund, Senior Services Program; and

 

2. Authorize the City Manager, or designee, to execute the initial Alameda County Senior Center Activities agreement and up to three (3) one-year renewals, for cumulative grant funding not to exceed $170,000, including related amendments and documents necessary to implement the program, subject to available grant funding, applicable City budget appropriations, and approval.

 

BACKGROUND

 

The Recreation and Parks Department provides senior services at the Senior and Marina Community Centers. The City's Age-Friendly Action Plan and participant input identified a need to expand access to programming and services for older adults, including those with the greatest social and economic needs. The Alameda County AAA Senior Center Activities program, funded under Title IIIB of the Older Americans Act, supports inclusive, culturally and linguistically responsive activities for adults age 60 and older that promote social connection, wellness, independence, lifelong learning, and access to community resources.

Analysis

Grant funding will expand digital literacy, community events, educational presentations, nutrition access and education, and programming for LGBTQ older adults. The anticipated funding schedule is $40,000 in FY 2027, $41,500 in FY 2028, $43,500 in FY 2029, and $45,000 in FY 2030, for total potential funding of $170,000.

 

The RFP provides for an initial contract term with up to three additional one-year renewals, based on funding availability and performance. Authorizing the City Manager, or designee, to execute the initial agreement and renewals will avoid a separate Council action solely for each annual renewal, unless the grant exceeds the authorized amount, requires an additional City appropriation, or materially changes the approved program scope.

 

The RFP requires a minimum 10% program match and monthly program and expenditure reporting. The City will satisfy the required match from existing appropriations within each applicable fiscal year's adopted budget; no additional matching appropriation is requested with this action.

                     April 30, 2026 - The City submitted a proposal for the Alameda County AAA Senior Center Activities program.

 

                     July 29, 2026 - Alameda County issued a Notice of Intent to Award, pending successful contract negotiations and approval by the Alameda County Board of Supervisors.

 

Legal Analysis

 

The City Attorney will review the final grant agreement as to form before execution by the City Manager or designee.

 

Financial Impacts

 

This action will result in Council approval to accept, and appropriate $40,000 in Alameda County AAA Senior Center Activities grant funds for FY 2027 in the Special Grants Fund, Senior Services Program. Grant revenues will offset eligible Senior Center Activities program expenditures.

 

Fiscal Year 2027: $40,000

Fiscal Year 2028: $41,500

Fiscal Year 2029: $43,500

Fiscal Year 2030: $45,000                                                                                    

Total Potential Grant Funding: $170,000

 

Future-year grant amounts are anticipated and subject to continued County funding, satisfactory performance, contract renewal, and required approvals. Staff will incorporate applicable future-year grant revenues and expenditures into the City's annual budget process. The grant requires a 10% non-federal match. The required City match will be provided through existing General Fund appropriations within the Senior Services budget; therefore, no additional General Fund appropriation is required.
