SUMMARY AND RECOMMENDATIONS
This project provides for the reconstruction or rehabilitation of various street segments in San Leandro.
Staff recommends approval of the plans and specifications and calling for bids for the subject project.
BACKGROUND
City staff conducts periodic pavement condition surveys using our Pavement Maintenance System to establish the condition of City streets. Based on these surveys, various City streets were recommended for rehabilitation or reconstruction based on the following: 1) pavement condition; 2) amount of project funds available; 3) proximity to future land development projects; and 4) other engineering considerations.
Road rehabilitation will be done through two methods. 1) Heavily weathered pavement with a stable base will have the top two inches of asphalt concrete (AC) removed and replaced. 2) Pavement with depressions from wheel loads will have four inches of AC removed and replaced. The AC will be installed in two lifts of two inches each with a layer of pavement reinforcement mesh in between. The mesh helps dissipate vertical crack stresses and prolongs the life of the pavement by mitigating crack propagation.
Reconstruction will be done by installing a new pavement section consisting of AC on top of a cement stabilized base. This process involves demolishing the existing AC pavement, mixing cement into the road base to provide a stable foundation, and installing a surface course of new AC. This method of rehabilitation costs significantly less than traditional road reconstruction methods due to reduced raw materials and hauling.
Analysis
Based on information obtained from the pavement condition survey and discussions between Engineering and Transportation Department and Public Works Services Street Maintenance staff, the following street segments were selected for treatment as part of the Annual Overlay/Rehabilitation 2012-13 project:
· Bigge Street from Adams Avenue east to end
· Fremont Avenue from Alvarado Street to Floresta Boulevard
· Floresta Boulevard from Fremont Avenue to the Interstate 880 concrete overpass
· Farnsworth Street from the Interstate 880 concrete overpass to 270 feet to the southwest
· Aladdin Avenue from Alvarado Street east to end
The segment of Aladdin Avenue listed above is an additive bid item that will only be incorporated into the contract if the bid prices received are sufficiently low.
Other work items include:
· Upgrade or replacement of curb ramps along project street segments to meet current Americans with Disabilities Act (ADA) standards
· Installation of rubber speed cushions on Donald Avenue, Peters Street, and Zelma Street
· Repaving of the AC transition adjacent to the railroad crossing on Lewelling Boulevard
· Miscellaneous striping and pedestrian-related improvements at the railroad crossings on Williams Street, Marina Boulevard, Fairway Drive, and Lewelling Boulevard
· Repair of trench settlement on Bancroft Avenue between Dutton Avenue and San Leandro Creek
Applicable General Plan Policies
This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03: Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.
Environmental Review
This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities.
Fiscal Impacts
The total project cost including design, contingencies, construction management and ADA upgrades is estimated at $2,052,043.05.
