Staffreport
SUMMARY AND RECOMMENDATIONS

Staff recommends approval of the plans and specifications and a call for bids for the subject project.

BACKGROUND

On March 2, 2009, the City received notice from the East Bay Regional Parks District (EBRPD) of its eligibility for $3,740,998 in Measure WW Park Bond funds.  The funds are for the development of neighborhood, community, and regional parks and recreation lands and facilities.  After completing a community process, the City developed a ranked list of City park improvements projects for Council funding consideration through the Measure WW grant.  In the 2010-2011 fiscal year budget, nine projects including the Marina Park Irrigation Project was approved as part of the Capital Improvement Program.

Analysis

The current irrigation system at Marina Park was installed in the 1960's and has served its useful life.

This project will replace the irrigation system in its entirety including irrigation lines and sprinkler heads.  Water pressure will be increased with the installation of booster pumps.  An enhanced irrigation control system will monitor weather information and adjust the irrigation accordingly and will alert maintenance personnel of problems or leaks to optimize water usage and conserve resources.  The controllers can be operated remotely from central software that will be installed at the Public Works service center.  Hose connections will be installed at picnic areas for maintenance cleaning.

Previous Actions

On February 17, 2009, by Resolution No. 2009-023, City Council approved a resolution authorizing the application for local grant funds from EBRPD under Measure WW, the Park Bond Extension.

Applicable General Plan Policies

This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks.

Environmental Review

The project has been determined to be Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3).  A notice to this effect was filed with the County on March 26, 2010.

Fiscal Impacts

The total cost of the project is $622,000, including design, construction and inspection staff time.  Construction is estimated at $552,200.

Budget Authority

The improvements will be funded using Measure WW bond funding in existing account 150-62-111, approved as part of the 2010-2011 CIP Budget.  Unspent funds, appropriated for this project, will be carried over to the adopted FY 2012-13 CIP Budget.
