SUMMARY
The Capital Improvement Program 10-Year Plan for FY 2026 through FY 2035 contains recommendations for projects to be funded as part of the Operating Budget for FY 2026 and FY 2027 as well as projections for projects that could be funded in FY 2028 through FY 2035.
RECOMMENDATIONS
Staff recommends approval of the Capital Improvement Program 10-Year Plan for FY 2026 through FY 2035.
BACKGROUND
Public infrastructure such as streets, utilities, parks, libraries, and other public buildings improves the quality of life for residents and visitors to San Leandro and promotes economic development and activity. Funding for construction and maintenance of these assets is contained within the FY 2026-2027 Biennial Budget, and the details of the projects to be funded with these funds are contained within the Capital Improvement Program 10-Year Plan for FY 2026 through FY 2035 (CIP Plan).
Analysis
The CIP Plan specifies how CIP funding in the Biennial Budget will be used. The CIP Plan also contains a projection of CIP projects that could be funded for the following eight years. The CIP 10-Year Plan is revised and updated with the adoption of each Biennial Budget.
The document is a useful planning reference to consult when preparing future biennial budgets and/or when making decisions about appropriating funds outside of the budget document.

Previous Actions
• On June 9, 2025, by Resolution No. 2025-063, the City Council approved Project List ‘C’ - Hesperian Bike Lane Gap Closure in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035 for final adoption
• On June 9, 2025, by Resolution No. 2025-064 the City Council approved Project List ‘B’ - Lewelling Boulevard Class IV Bike Ways in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035 for final adoption
Committee Review and Actions
• Staff presented the Draft Capital Improvement Program (CIP) 10 Year Plan FY 2026 through FY 2035 (CIP Plan), which contained recommendations for projects to be funded as part of the Biennial Budget for FY 2026 and FY 2027 as well as projections for projects that could be funded in FY 2028 through FY 2035. In addition, City Council considered approvals of three individual projects in the CIP Plan to account for individual City Councilmember real property conflicts of interest in which Councilmember recusal was required.
Financial Impacts
This action provides details for the use of funds committed as part of the Biennial Budget. The CIP Plan does not, by itself, appropriate funds.
