SUMMARY

 

The project will rehabilitate the belt press building at the Water Pollution Control Plant, including replacing the roof and supporting structures, repairing and recoating the support beams, installing new ventilation and lighting and replacing the siding.

 

RECOMMENDATIONS

 

Staff recommends that the City Council adopt a resolution to approve and authorize the City Manager to execute a Non-Professional Services Agreement with T & S Intermodal Maintenance, Inc. for $242,693.14, with authorization for the City Manager to negotiate and approve cumulative change orders up to 15% or $36,403.97 of the original contract amount, for a total not-to-exceed amount of $279,097.11.

 

BACKGROUND

 

The belt press at the Water Pollution Control Plant is used to dewater sludge after it has been digested. The belt press and the three-sided structure that covers it were constructed in 2005. The building siding and roof are made of coated corrugated steel panels. Operation of the belt press produces significant levels of water vapor, and after nearly 18 years of exposure, the roof and walls are corroding and in need of replacement.

 

In addition to the needed repairs, the project also includes additional ventilation to allow the water vapor to escape and a lighting upgrade to create a safer work environment when operating the equipment after dark.

 

Analysis

 

Procurement for this project was conducted using cooperative purchase through Sourcewell, formerly the National Joint Powers Alliance (NJPA), and a project delivery method called Job Order Contracting (JOC). It is a method that enables organizations to get commonly encountered construction projects completed quickly and easily through multi-year umbrella contracts. JOC is a competitively bid, fixed price, multi-year construction contract based on published unit prices. The unit prices are used to price construction tasks associated with the scope of work.

 

Gordian, which offers support services through Sourcewell, assisted the City in providing a qualified contractor. T & S Intermodal Maintenance, Inc. was selected under Sourcewell contract CA-R5-GB01-123021-TSW and provided a detailed cost proposal using Gordian’s ezIQC tool. The process conforms to the California Government Code and Joint Exercise of Powers Act (Government Code 6500) and satisfies the City’s purchasing requirements.

 

Financial Impacts

 

The Non-Professional Services Agreement will cost $242,693.14 for fiscal year 2023-2024, plus an additional 15% or $36,403.97 contingency for unforeseen additional work. The project has sufficient funding in the Water Pollution Control Plant CIP account 593-52-113-5240.

 

There are no off-setting revenues for this project.
