SUMMARY

 

The City has a Non-Professional Service Agreement with Del Conte’s Landscaping, Inc. to provide landscape maintenance services at City Facilities. The proposed amendment for a contract extension will provide additional time for staff to issue a comprehensive Request for Proposal (RFP) for services with a new contract start date no later than January 1, 2024.

 

RECOMMENDATIONS

 

Staff recommends that the City Council approve and authorize the City Manager to execute Amendment No. 7 to a Non-Professional Services Agreement with Del Conte’s Landscaping, Inc. to provide monthly landscape maintenance services at City facilities.

 

BACKGROUND

 

On August 31, 2015, the Public Works Department issued RFP No. 55025 for Citywide landscape maintenance. Five firms submitted proposals deemed responsive to the RFP. After review by a committee of internal staff, the five proposals were ranked and Pacheco Brothers Gardening, Inc., a Hayward-based firm, was selected based on the firm’s highest score and the second lowest bid price. The City entered into a contract with Pacheco Brothers Gardening, Inc. on March 1, 2016.

 

Amendment No. 1 extended the Non-Professional Services Agreement through June 30, 2018, and provided the City Manager the option to extend the contract annually for three additional years. Amendment No. 2 noted that the company name had change to Del Conte’s Landscaping, Inc. Subsequent amendments have extended the contract on an annual basis subject to inflationary increases.

Analysis

 

If authorized, the existing contract will be extended for six months in the amount of $13,375.43 per month for a total of $80,252.58. The new contract price reflects a 3.3% increase over the prior fiscal year. Contract services include landscape maintenance at various City facilities including City Hall, City libraries, fire stations, community centers, and the Shoreline area. Services also include mowing, plant trimming, irrigation monitoring and repair, litter abatement, and weed abatement. Services at the Marina Shoreline will be reduced to every other month weed abatement in areas closed to vehicular traffic at a reduced monthly price of $1,400. The contract will extend through December 31, 2023.

 

RFP No. 60668 for Citywide Median and City Facility Landscape Maintenance has been issued and closes on July 11, 2023. The intent is to bring a new agreement to Council for approval in October. The City has the option to cancel this agreement in advance of December 31, 2023 should a new agreement be approved and executed.

Fiscal Impacts

 

The amendment to the agreement will cost $80,252.58 for Fiscal Year 2023-2024. There is sufficient budget in the Fiscal Year 2023-2024 City Council adopted budget to cover the amendment to the agreement for City Landscape Maintenance in the following accounts:

2.                     $25,490.48 in account 147-42-142-5340

3.                     $8,400 in account 597-57-003-5340
