SUMMARY 

In November 2014, Alameda County voters approved Measure BB, which extended Alameda County’s transportation sales tax through March 31, 2045, and increased it to one cent beginning April 1, 2022. These funds support local transportation programs, including paratransit services for seniors and individuals with disabilities.

 

For FY 2027, the City of San Leandro submitted its Annual Paratransit Program Plan, which was approved by Alameda CTC staff and the Paratransit Advisory and Planning Committee (PAPCO) on June 22, 2026. The City will have $1,826,461 in Measure BB funds available; $1,076,526 in carryover funds and $749,935 in new projected revenue.

 

The proposed funding plan allocates $1,307,243 to paratransit services, including FLEX Shuttle, FLEX RIDES On-Demand, door-through-door volunteer driver program, meal delivery, senior emergency evacuation, senior day trips, staffing, and operations.

RECOMMENDATIONS

Staff recommend that the City Council adopt a Resolution (Attachment A) to approve and accept FY 2027 Measure BB Funds in the amount of $1,826,461 and authorize the City Manager to negotiate and execute agreements for paratransit services.

  

BACKGROUND

In 2000, Alameda County voters approved an extension to Measure B, continuing the half-cent sales tax originally enacted in 1986 through March 31, 2022. In November 2014, voters approved Measure BB, which extended the tax through March 31, 2045, and increased it to a one-cent sales tax beginning April 1, 2022. Starting in July 2015, Alameda County Transportation Commission (CTC) began making monthly direct distribution payments to local jurisdictions and transit agencies. 

 

The FY 2026-2027 Annual Paratransit Plan is a one-year plan that outlines the eligible activities the City intends to undertake during the program year (July 1, 2026 - June 30, 2027) to address community needs and implement the strategies identified in the 2026-2027 City of San Leandro Annual Paratransit Program Plan.  The Annual Plan details the specific activities the City plans to fund to address priority paratransit needs to support services for seniors aged 50 and older, as well as individuals with disabilities residing in San Leandro.

 

As part of the Annual Paratransit Plan, the City must conduct a planning process to determine how Measure BB funds will be invested. As part of the effort, the City conducted a comprehensive community outreach process that was part of the City of San Leandro Age-Friendly Action Plan development process that included key stakeholder interviews, focus groups, promotional email blasts, website postings, social media outreach, a public comment period, and City Council and Senior Commission meetings where the public was able to provide comment.  The survey was available in English, Spanish, Chinese, and Tagalog. The following six (6) priority areas were identified as the most pressing, based on input collected directly from San Leandro residents: Plan Sustainability, Personal Protection, Housing Security, Health & Wellness, Social Connection, and Transportation. The Transportation Priority includes providing affordable reliable transportation that considers residents’ mobility and cognitive differences and personal needs.  Most recently, input was solicited from current and potential participants during fall 2025.  The proposed 2026-2027 City of San Leandro Annual Paratransit Program Plan was presented to the San Leandro Senior Commission for input during the February 2026 Senior Commission meeting.

Analysis

The City of San Leandro submitted the proposed 2026-2027 Annual Paratransit Program Plan on February 27, 2026. The proposed plan went through the annual Program Plan Review process, which included a recommendation by Alameda CTC staff and approval by the Alameda County Paratransit Advisory and Planning Committee (PAPCO) on June 22, 2026. As part of the approved proposal, the City of San Leandro will have available $1,076,526 of Measure BB unspent funds from previous years. The unspent balance is due to salary savings from staff changes, delayed projects awaiting findings of assessments to inform increased operational effectiveness and efficiency, and intentional savings for fleet replacement cost resulting from shuttles that are aging and with high mileage. An additional $749,935 is estimated for new funds for FY 2027, based on tax revenue projections from January 2026. In total, the City of San Leandro has $1,826,461 in Measure BB funds available for FY 2027.

 

Based on findings from the planning process, Staff prepared a funding plan for the City’s 2026-2027 Annual Paratransit Plan. Services include FLEX Shuttle service, FLEX RIDES On-Demand concierge service, a door-through-door volunteer driver program, senior meal delivery, a senior emergency evacuation program, and a senior day trip program. Funding also supports staffing and operations.  A total of $1,307,243 is allocated across these program areas.

 

Staff anticipate a remaining balance of $519,218 Measure BB funds at the end of FY 2027. Remaining Measure BB funds may be used in the future to replace shuttles due to age and high mileage.

Financial Impacts 

This item will authorize the appropriation of $1,826,461 in Measure BB Paratransit funding. This item will not impact the City’s General Fund.
