SUMMARY

This project supports the operations of existing services at local emergency shelters. Services include interim housing, case management and services that will include the following activities and support services: stabilization services that range from meals, on-site case management, individual therapy, life skills coaching, domestic violence and parenting support groups, evening children's activities, and access to health care and other services.

 

RECOMMENDTATION

Staff recommend the City Council:

 

1.                     Approve and authorize the City Manager to execute amendment No. 4 to an existing agreement with Alameda County to increase Homeless Housing, Assistance, and Prevention (HHAP) funding by $192,822 for an amended total of $1,417,359 and extend the term of the agreement through December 31, 2026.

 

2.                     Approve and authorize the City Manager to execute amendment No. 2 to an existing agreement with Building Futures for Women and Children to increase funding by $192,822 in HHAP grant funds for an amended total of $778,213 and  extend the term of the agreement through December 31, 2026.

 

BACKGROUND

Established by the State of California on July 31, 2019, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible block grant funding for communities to end and prevent homelessness.

 

Since 2019, there have been five rounds of HHAP funding totaling nearly $3 billion across the state of California. Since 2019, the City of San Leandro has been allocated a total of $1,224,537 in HHAP funding, administered as pass-through funds from the State to Alameda County.

 

In November 2025 the County notified the City of San Leandro of a sixth round of HHAP funds, in the amount of $192,822.

 

Staff recommend the City Council authorize the City Manager to 1) execute a fourth amendment to the existing agreement between Alameda County and City of San Leandro and 2) amend the existing agreement with Building Futures for Women and Children (Building Futures) to extend and add $192,822 in grant funds bringing the Total-Not-To-Exceed amount to $778,213 HHAP Funds.

 

ANALYSIS

Based on HHAP grant requirements and Building Futures’ essential work providing shelter services in the community, staff recommend allocating these funds to Building Futures for Fiscal Year 2026-2027 (FY26-27) shelter operations at San Leandro Shelter and Sister Me Home.

 

Building Futures provides San Leandro individuals and families in need with shelter, domestic violence support and advocacy, and housing services. Building Futures operates the San Leandro Shelter, a 30-bed shelter for women with and without children that provides a warm and safe environment and support services designed to help residents address the obstacles they face to end their homelessness. HHAP funding will be used to support the ongoing operations of this service. Building Futures additionally operates Sister Me Home, a 20-bed shelter with 24-hour staffing and culturally appropriate support services, which is open to all fleeing domestic violence, regardless of gender identification. HHAP funding will be used to support the ongoing operations of these services.

                     November 20, 2023 - City Council approval to authorize an amendment to existing HHAP agreement and allocate HHAP funds to Building Futures, associated file 23-548

                     July 22, 2024 - City Council approval to authorize 2nd amendment to extend contract for 12 months, through June 2025, associated file 24-329

                     March 17, 2025 - City Council approval to authorize 3rd amendment to extend contract for 12 months, through December 2025 and allocate HHAP funds to Building Futures, associated file 25-089

 

Legal Analysis

The City Attorney has reviewed the documents and approved them as to form.

 

Financial Impacts

This item will increase the City’s Special Revenue fund by $192,822 and will have no impact on the City’s General Fund.
