SUMMARY

 

This action approves and authorizes the City Manager to execute a contract amendment increasing the fee paid to Watson Consoles to cover costs related to the new Dispatch console furniture installed for the Police Building and South Offices Renovation project.

 

RECOMMENDATIONS

 

Staff recommends approving the amendment and authorizing the City Manager to execute the contract amendment.

 

BACKGROUND

 

The Police Building and South Office Modifications project expanded the Dispatch center for the San Leandro Police Department (SLPD) such that there will be six Dispatch stations, which is an increase of two beyond the four workstations in the former Dispatch center.  Watson Consoles was selected by the SLPD to provide new Dispatch furniture for the subject project, since their products meet the needs of the SLPD in terms of aesthetics and functionality.

 

Analysis

 

We require a contract amendment for Watson Consoles due to the following circumstances:

 

a)                     The construction project at the Police Building exceeded its initial timeline for completion, causing a delay in the installation of Dispatch furniture.  Consequently, the Dispatch consoles’ components had to be stored for an extended period, resulting in additional storage fees.  The term of the agreement also has to be extended due to the delay in overall project completion.

 

b)                     Subsequent to installation, the furniture was temporarily relocated from the wall by the contractor during remodeling work, leading to accidental damage. Watson Consoles had to return to the site to replace the damaged components.  The cost for the damaged furniture will be charged to the main contractor for the subject project.

 

The combined cost of these two situations is $27,179.07, equivalent to 29.5% of the original contract value.  Staff submits the attached resolution, which requests an increase in the cumulative change order cap for the non-professional services agreement with Watson Consoles to 37% to address these situations. This extension will also encompass future expenses related to monitor mounts, as the San Leandro Police Department previously requested larger monitors for the Dispatch stations compared to the original design.

Previous Actions

 

                     On September 20, 2021, the City Council by Resolution No. 2021-139 authorized the City Manager to execute a Non-Professional Services Agreement with Watson Consoles to furnish and install new Dispatch furniture related to the subject project.

Financial Impacts

 

The Police Building and South Offices Modifications Project is estimated to cost $11,134,983, not including any payments or settlement for delays.  The subject contract amendment does not include a request for additional funding.
