SUMMARY AND RECOMMENDATIONS
 
It is recommended that the City Council adopt resolutions to amend the salary schedules of the respective employee groups in order to approve and establish salaries for new classifications.
 
BACKGROUND
 
Staff recommends that the following classifications be added to their respective employee group's salary schedule to provide needed support to City services:
 
Human Resources Manager:  The City Manager's Office requests approval to add the Human Resources Manager classification specification into the San Leandro Management Organization salary schedule.  This classification will help set the direction for the Human Resources Division's activities as well as support its workload and the City's workforce on an ongoing basis.  Currently, assistance is provided by a part-time Interim management position.  The position will oversee the City's employee relations program as well as provide expert-level leadership to all Human Resources activities and staff.  This position will also serve as a point-of-contact to department heads and relieve other staff of the City Manager's Office of the majority of decision-making related to HR activities, functions and priorities.  
 
Crime Analysis Technician:  The Police Department is requesting approval to add the classification specification of Crime Analysis Technician to the San Leandro City Employees' Association salary schedule.  Currently, the Criminal Investigation Division (CID) has administrative support from a part-time Administrative Assistant II, three days per week.  The new, specialized position would conduct research and analysis and communicate timely and pertinent information related to crime pattern detection, suspect-crime correlation, target suspect data, crime forecasting, and resource deployment.  The position will participate in crime research and analyze activities with other local, state and federal agencies, disseminate analytical findings to departmental personnel, and relieve police detectives of administrative duties, allowing them to spend more time on investigations
 
Board/Commission Review and Actions
 
The Personnel Relations Board approved the Human Resources Manager classification specification at a special meeting on May 10, 2012.  The Crime Analysis Technician position was approved by the Personnel Relations Board at its April 19, 2012 meeting.  Draft minutes of the meetings are attached.
 
Fiscal Impacts
 
Costs for the Crime Analysis Technician will be covered within the Police Department's current budget parameters or, in the case of the Human Resources Manager position, in the proposed 2012-13 budget for the City Manager's Office.
