SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

Prior to this project a single fiber cable connected City Hall with the Main Library and the rest of the City’s fiber optic communication system.  Damage to this link would sever communication between the computer servers at City Hall and all other City facilities.  This project installed a second, separate, fiber optic line between City Hall and the Main library creating a loop with the existing cable so that damage at one location will not stop communications and data transfer.  New conduit for the fiber was installed under the Fiber Conduit for Broadband Network Project and the actual communication fiber was installed under this project.

 

Analysis

 

Construction is complete.  The work was inspected and deemed in compliance with the contract documents and City standards. 

 

Previous Actions

 

On April 20, 2015 by Resolution No. 2015-082, the City Council awarded a contract for construction of the work to All Phase Excavation & Construction, Inc.

 

Environmental Review

 

The project was determined categorically exempt from the California Environmental Quality Act (CEQA) per section 15304(f) Minor Alteration to Land. A Notice of Exemption was filed with the County Recorder on May 10, 2013.

 

Fiscal Impacts

 

A summary of the construction contract with All Phase Excavation & Construction, Inc.:

                     Total Contract Amount                     $62,990.00

 

The total project cost was $138,000.00, including design, conduit construction completed under separate contract, fiber installation by All Phase Excavation & Construction, Inc. and construction administration.
