Resolution Authorizing the City Manager to Enter the City into a Master Programs Funding Agreement with the Alameda County Transportation Commission (Alameda CTC) for the Distribution and Receipt of Measure B Transportation Sales Tax Revenue and Vehicle Registration Fee Revenue
 
Body
WHEREAS, voters approved the 20-year Measure B half-cent transportation sales tax in 2000, and the Alameda County Transportation Improvement Authority (ACTIA) and the City of San Leandro entered into a funding agreement that is set to expire soon; and
 
WHEREAS, voters approved the Vehicle Registration Fee (VRF) of $10 in 2010, which authorizes entering into an agreement with the City of San Leandro through June 30, 2022 for receipt and eligibility of funds; and
 
WHEREAS, the Alameda County Transportation Commission (Alameda CTC) is a joint powers authority resulting from the merger of the Alameda County Congestion Management Agency and ACTIA, and is responsible for distributing to local jurisdictions the Measure B and VRF revenues for bicycle and pedestrian safety, local streets and roads, local transportation technology, mass transit, paratransit, and transit center development programs; and
 
WHEREAS, the Alameda CTC has developed a new master programs funding agreement (MPFA) that specifies the Measure B and VRF funding distributions, Alameda CTC's responsibilities, and the City's responsibilities; and
 
WHEREAS, Implementation Guidelines for each program are incorporated into the MPFA to guide fund eligibility and expenditures; and
 
WHEREAS, the MPFA between the City of San Leandro and the Alameda CTC has been presented to this City Council; and
 
WHEREAS, the City Council is familiar with the contents thereof; and
 
WHEREAS, the City Manager has recommended approval of said agreement.
 
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
 
1.      That the City of San Leandro and its agents shall comply with the Alameda CTC MPFA; and
 
2.      That the City of San Leandro shall use these local funds for local transportation programs; and
 
3.      That said agreement substantially in the form presented is hereby approved and execution by the City Manager is hereby authorized; and
 
4.      That the City Manager is authorized to make non-substantial revisions to said agreement, subject to the approval of the City Attorney; and
 
5.      That an original executed agreement shall be attached to and made a part of this resolution.
