SUMMARY AND RECOMMENDATIONS
City Staff intends to formalize the Bicycle and Pedestrian Advisory Commission (BPAC) into the San Leandro Municipal Code and Administrative Code. The formalization of BPAC will establish the total number of committee members, their term lengths, and codes to be consistent with other San Leandro commissions.
BACKGROUND
The Bicycle and Pedestrian Advisory Commission (BPAC) was established on February 7, 2011 by Resolution 2011-011. The BPAC has since met on an as-needed basis to advise staff on development and updates to the Transportation Plan and Bicycle and Pedestrian Master Plan, including providing citizen oversight on the implementation of the Bicycle and Pedestrian Master Plan, recommending project development funding and priorities, assisting staff in reviewing implementation plans, participating in educational efforts, and providing comments on pending legislation affecting bicycle and pedestrian travel within the City.
The City Public Works Engineering division administered BPAC meetings, however the rules and procedures of the BPAC are not currently written into the San Leandro Municipal and Administrative Codes. City Staff continues with the efforts to develop and adopt rules and procedures for the BPAC.
On October 26, 2023, City staff presented to the San Leandro Rules Committee recommendations to formalize the BPAC. The Rules Committee commented that the BPAC should be consistent with the Municipal and Administrative Codes similar to existing San Leandro commissions.
Proposed BPAC Rules and Procedures will be presented to the Rules Committee on October 23, 2024. If recommended by the Rules Committee, the first public reading will be presented to City Council on November 18, 2024, followed by the second reading as a consent item during the City Council Meeting on December 2, 2024.
