BACKGROUND
In 2001, the City Council adopted ordinances establishing the City of San Leandro Rent Review Program and Rent Review Board. The Board was comprised of five members: 2 Tenant Representatives; 1 Homeowner Representative; and 2 Landlord Representatives, one of which may be a non-resident.  The original five-member Board was appointed in June 2001.
 
On December 31, 2010, the terms of three of the Rent Review Board members expired: Steven Leung, Homeowner Representative; Lizzie Brown, Tenant Representative; and Tom Silva, Non-Resident Landlord Representative.
 
Mayor Cassidy has nominated Robert Schwartz to fill the Non-Resident Landlord Representative position.  Mr. Schwartz's application was forwarded to members of the Council on October 28, 2011.
 
It has been the long-standing, though unwritten, policy of the City Council to allow the District Councilmember to nominate their district Board and Commission representatives, and to allow the Mayor to nominate at-large Board and Commission representatives.
 
Current Agency Policies
·      Ordinance 2001-009, adopted March 19, 2001, established the Rent Review Board.
·      Section XV-Boards and Commissions of the City of San Leandro Councilmembers Handbook, requires that the application of an intended nominee be distributed to all members of the Council at least 10 days prior to the scheduling of the nomination on the City Council agenda.  Once the nomination is approved by the City Council, a resolution of appointment of the Member will be scheduled for adoption at the next regular City Council meeting.
 
Previous Actions
·      June 2001-original Rent Review Board members appointed.
·      January 2002-two Tenant Representative positions appointed, following ad hoc committee nomination
·      July 5, 2005-Minute Order No. 2005-030, suspending appointment of two vacant Rent Review Board positions until the need arises
·      January 2008-two Rent Review Board positions--Homeowner Representative and Landlord Representative-were appointed, following ad hoc committee nomination
·      December 2009-Tenant Representative position appointed, following Mayor's nomination
