SUMMARY

 

The project will repair a damaged wall and replace stucco on the inside of the east wing parapet.

 

RECOMMENDATIONS

 

Staff recommend approval of the agreement in the amount of $318,498, and authorizing change orders up to 10% ($31,849) of the original contract amount.

 

BACKGROUND

 

The Marina Community Center (MCC) is a 24,000 square-foot building that opened to the public around 1994.  The MCC was created by renovating a portion of the former Washington Marina High School and combining two existing buildings into one large building.

 

A storefront wall system adjacent to the south side hallway was replaced in 2016 due to water intrusion and the roof of the building was refurbished in 2020 to protect the structure from rain.  The exterior of the building has not been painted since it was renovated, and numerous cracks are visible in the stucco wall finish; rust on the metal beneath the stucco can be seen in numerous locations.

 

In February 2025, meeting room C at the southeast corner of the building was closed due to water damage at the south wall.  Wet and moldy material was removed, and it was discovered that the 45-foot-long exterior wall has significant dry rot damage to the plywood wall sheathing, studs, and other wood framing. 

 

The stucco on the parapet of all four walls of the east wing of the building, which houses meeting room C, also shows signs of water intrusion. 

 

Analysis

 

The south wall of meeting room C must be stripped of all finishes so that the framing and plywood can be replaced.  The wall must then be insulated, sheet rocked, finished with stucco and painted.  Additionally, the stucco on the inside of the parapets of the east wing must be removed to check for hidden damage, replaced, and painted.  This project only includes painting of the new stucco; painting of the existing stucco to remain is not included due to insufficient funding.

 

City purchasing rules require use of a competitive bid process for work of this magnitude.  To expedite the repair work and reduce staff costs, staff engaged Sourcewell, a job order contracting agency, to facilitate a competitive cooperative purchasing process for the project. Sourcewell utilizes multi-year umbrella contracts using fixed unit pricing for construction goods and services to streamline simple maintenance, repair and renovation projects. Job order contracting carries a price premium of about 10% over project-specific public bids and is incompatible with the City’s local business preference policy, but it does reduce project design time and costs.

 

Sourcewell published bid #CA-123021 on November 22, 2021, seeking bids for a variety of items related to building construction and repair; these individual bid items can be combined into a project via job order contracting.  T&S Intermodal Maintenance was a responsive bidder to the Sourcewell bid and submitted a quote for this project based on those bid prices (escalated for inflation). 

 

Alternatively, the City could prepare and publish detailed specifications and plans for the work and request bids from interested contractors.  The staff cost for this effort is estimated at $25,000 or about 8% of the quoted repair cost.  This option would delay repair work by an estimated 6 months.

 

The scope of work in the contract represents our current understanding of the repairs required.  From time-to-time, changes to the scope of contracts are necessary to respond to new information and/or to include additional items of work necessary for a complete product.  To resolve these issues in a timely fashion and avoid delaying work, staff request authorization to issue change orders to the contractor up to 10% ($31,849) of the original contract amount.

 

This contract is not subject to the provisions of the community workforce agreement because the Engineer’s estimate is less than $1,000,000. 

 

The contractor has agreed to the terms of the contract.

 

Permits and/or Variances Granted

 

All work will be done under a building permit issued by the Building Division in the Community Development department.

 

Environmental Review

 

This project consists of repairing an existing facility with no expansion of use and thus is exempt from environmental review per California Environmental Quality Act Section 15301.

 

Financial Impacts

 

This Council action will not impact the fund balance because sufficient funds are included in the FY2026 adopted budget for this project:

 

                     Capital Improvement Fund, Account 210-18-158:                     $600,000
