SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt the proposed resolution approving and authorizing the City Manager to execute an amendment to the existing agreement with The Titan Group, Professional Investigations. The cost of the proposed amendment would not exceed $150,000.00, thereby bringing the total cost of the amended agreement to an amount not to exceed $199,000.00.
BACKGROUND
On September 1, 2022, the City Manager executed an agreement between the City of San Leandro and Titan Empire Inc., DBA; The Titan Group, Professional Investigations, for Police Professional Investigations, in an amount not to exceed $49,000.00 through June 30, 2024.
Analysis
Staff recommends using an independent investigation consultant that specializes in handling complaints against Police employees and Internal Affairs Investigations. The Titan Professional Investigations Group is a reputable company that has been operating since 2003. its staff is composed of law enforcement-trained investigators, as well as an in-house attorney, ensuring that any concerns are thoroughly addressed and handled with the utmost professionalism.
Fiscal Impacts
There is sufficient funds available in the budget to cover the $150,000.00 additional costs for the proposed amendment.
