SUMMARY AND RECOMMENDATIONS

Staff recommends approving Plans and Specifications and Calling for Bids for the Monarch Bay Drive Bridge Repair Project, Project No. 150-38-324.

BACKGROUND

The City owns and maintains several bridges, some of which are periodically inspected by Caltrans. Recent inspection reports for the bridge that carries Monarch Bay Drive over the Estudillo Canal (located immediately south of Marina Park) indicate that some of the concrete is damaged and that the bank at the northern abutment has eroded to the point that the abutment foundations are exposed.

The subject bridge is primarily used by pedestrians and bicyclists traveling on the Bay Trail. It also serves as access for maintenance vehicles and as an emergency egress from the Heron Bay neighborhood.

Analysis

This project will replace the damaged concrete and seal the bridge deck to reduce water entry and future damage that may result. It will also protect the eroded banks by installing large rocks or 'rip rap'. The design of this work follows common engineering practice.

This work was contemplated as part of a 2005 project entitled "Neptune Drive Bridge Protection", but was abandoned due to lack of funding. Failure to repair the existing damage could eventually result in an unsafe bridge.
