SUMMARY
These Community Development Block Grant (CDBG) Public Service grants are authorized by the City Council as part of the City's Fiscal Year 2023-2024 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan approved by City Council on May 1, 2023. These grant agreements will be funded by CDBG grant funds.
RECOMMENDATIONS
Staff recommends the City Council adopt a resolution to approve five (5) CDBG grant agreements totaling $141,342 with the following nonprofit public service providers:
* CALICO (Child Abuse Listening, Interviewing, and Coordination Center) ($22,000)
* Davis Street Family Resource Center ($30,000)
* Service Opportunities for Seniors (SOS/Meals on Wheels), ($39,000)
* Spectrum Community Services (Senior Nutrition Program) ($30,342)
* ECHO Housing (Eden Council for Hope & Opportunity) ($20,000)
BACKGROUND
The Fiscal Year (FY) 2023-2024 Annual Action Plan implements the FY 2020-2024 Consolidated Plan strategies by undertaking activities during the program year that utilize two HUD grants: Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME). The City receives CDBG funding directly from HUD as a CDBG entitlement grantee, while it receives HOME funds through Alameda County. The five agreements referred to in this resolution are funded by the HUD CDBG grant.
