SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council take a position on the two resolutions of the League of California Cities ("League"):

1. Motion Supporting OR Opposing the League's Resolution Encouraging the Governor and the Legislature to Work with the League to Provide Adequate Funding and to Prioritize Water Bonds to Assist Local Governments in Water Conservation, Ground Water Recharge and Reuse of Stormwater and Urban Runoff Programs

The Director of Public Works and staff have reviewed the draft resolution and recommend support for its contents.

2. Motion Supporting OR Opposing the League's Resolution Encouraging the Governor and the Legislature to Work with the League and the California Police Chiefs' Association to Make a Number of Changes to the Previously Adopted AB 109/ Public Safety Realignment Legislation

The Chief of Police and staff have reviewed the draft resolution, in consultation with the California Police Chiefs Association, and recommend support for its contents.

BACKGROUND

The League of California Cities ("League") 2013 Annual Conference is scheduled for September 18-20 in Sacramento. An important part of the Annual Conference is the Annual Business Meeting, scheduled for September 20, in which the League membership considers and takes action on resolutions that establish League policy. Two resolutions have been introduced for consideration.

Previous Actions
By Resolution No. 2013-111, adopted on July 15, 2013, the City Council designated Councilmember Souza as the voting delegate and Councilmember Gregory as the alternate voting delegate.
