Motion to Approve the 2025 Housing Element Annual Progress Report (APR)

SUMMARY
Pursuant to Government Code Section 65400, local governments are required to prepare an Annual Progress Report (APR) each year on the status and progress of Housing Element implementation. The California Department of Housing and Community Development (HCD) prepares the form template that cities must submit to comply with these statutory requirements. Local governments are required to submit the completed APR to HCD, and the Governor’s Office of Land Use and Climate Innovation (LCI) by April 1st of each year.
The City submitted the 2025 APR (Attachment A) to HCD and LCI in advance of the April 1, 2026 deadline. The City maintains a webpage, www.sanleandro.org/housingelementdashboard <http://www.sanleandro.org/housingelementdashboard>, to communicate progress on Housing Element implementation to the public.
RECOMMENDATION
Staff recommend that the City Council approve, by motion, the 2025 Housing Element APR.
BACKGROUND
State law requires cities to submit a Housing Element APR to HCD and LCI by April 1 of each year. The APR documents show progress towards fulfilling a city’s Regional Housing Needs Allocation (RHNA) and tracks implementation of Housing Element programs. City councils are also required to receive and consider the APR at a public meeting.
FINANCIAL IMPACTS
This action has no financial impact. Preparation and submission of the Annual Progress Report is conducted by City staff as a statutory obligation. No appropriation of funds is required.
