SUMMARY AND RECOMMENDATIONS

Staff recommends acceptance of the work and filing of the Notice of Completion for the subject project.

BACKGROUND

In 1997, the City identified the intersection of East 14th Street / Hesperian Boulevard / 150th Avenue, known as “The Triangle”, as an area requiring improvement to reduce traffic congestion and improve safety. In 2002, this project was approved as part of the Alameda County Transportation Improvement Authority (ACTIA) Measure B 1/2-cent sales tax reauthorization program.

The primary improvements of the estimated $5.4 million project included: 1) widening East 14th Street at 150th Avenue to add an additional eastbound left turn lane; 2) adding a dedicated southbound left turn lane on Bancroft Avenue at East 14th Street; and 3) installing dual northbound left turn lanes on Hesperian Boulevard at East 14th Street.

Additional right-of-way is required to perform these improvements. In 2009, the former gas station located at 14901 East 14th Street, then operating as a Quality Tune-up Shop, was acquired by the Redevelopment Agency. The Redevelopment Agency then entered into a month-to-month lease agreement with the tenant, which allowed the tenant to stay on the site until the project was ready to move forward. The tenant relocated to another facility in San Leandro in September 2011, vacating the property.

This project demolished the existing building at this location, including abatement of hazardous materials contained within the structure. The site has been graded and fenced. All work has been done in accordance with the project specifications and City standards. Soil remediation is required at the site and will be performed by a contractor under a separate contract.
