SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution to enter into eight (8) public services grant agreements with the following service providers: Building Futures With Women and Children (BFWC) ($14,718); Davis Street Family Resource Center (DSFRC) for the Basic Needs Program ($24,530) and for the Community Counseling Program ($7,008); Eden Council for Hope and Opportunity Housing (ECHO Housing) for tenant-landlord counseling services ($10,512) and for the Rental Assistance Program ($5,000); Girls Incorporated of Alameda County (Girls Inc.) ($7,008); Safe Alternatives to Violent Environments (SAVE) ($7,667); and Service Opportunities for Seniors, Inc. (SOS) ($7,667). These CDBG projects were authorized by the City Council on April 16, 2012 in the FY 2012-2013 Consolidated Action Plan.

BACKGROUND

The six (6) organizations providing the eight (8) public services programs applied for public services funds under the City’s FY 2010-2012 Community Assistance Grant Program (CAP) in January 2010, and with the Human Services Commission’s (HSC) recommendation, were approved for funding for FY 2010-2011 and FY 2011-12 by the City Council on April 19, 2010. The HSC’s CAP recommendations are for a two-year period (FY 2010-2011 and FY 2011-2012). However, rather than the release of a Request for Funding Proposal (RFP) for the next funding cycle of FY 2012-2014, the CAP/CDBG contracts for these eight (8) programs have been extended for one (1) year for FY 2012-2013 because anticipated further reductions to the CDBG program funding negatively impacted the number and types of services that could be funded. These six (6) organizations have continued to meet and exceed their annual objectives and provide needed services to San Leandrans.
