SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a Resolution approving and authorizing the City Manager to execute a Supplement to the existing Master Funding Agreement with MTC to accept a $100,000 Technical Assistance Grant from the Metropolitan Transportation Commission (MTC) for the Hesperian Boulevard Bike Lane Closure Project (Project).
BACKGROUND AND ANALYSIS
The Hesperian Boulevard Bike Lane Closure Project proposes Class IV separated bike lanes on Hesperian Boulevard from East 14th Street to Bay Fair Drive. The Project was identified in the City's Local Roadway Safety Plan as a priority location based upon the number of collisions along the corridor. The proposed improvements align with the City's Bicycle and Pedestrian Master Plan that recommends separated bike lanes along Hesperian Boulevard.
In October 2024, MTC issued a coordinated Call for Projects for the Active Transportation Capital Design Technical Assistance Program for jurisdictions seeking technical assistance to support work focused on Climate Program Implementation and reducing greenhouse gas emissions. Active transportation trips help to reduce greenhouse gas (GHG) emissions. This call has identified technical assistance for project design to help advance active transportation projects to construction as an eligible project.
