SUMMARY AND RECOMMENDATION
Staff recommends to relocate the Steven Taylor Sanctity of Life Memorial to the Mallard Picnic Area to create a Sanctity of Life Pavilion and Master Plan.
DISCUSSION
Given the tragic death of Steven Taylor, and at the direction of the City Council, funding for the Steven Taylor Sanctity of Life Memorial project was included in the FY2021-2022/FY 2022-2023 CIP budget. The project will create a public space carefully designed to bolster community understanding, reconciliation, and awareness of belonging, and to promote healing among the residents of San Leandro.
The original project location is adjacent to the parcourse at the Marina Park peninsula. This project location within the 100-foot shoreline band and the San Francisco Bay Conservation and Development Commission (BCDC) jurisdiction. Staff anticipates that the work will require a major permit which may require a public hearing and review by the Commission’s Design Review Board and/or the Engineering Criteria Review Board.
Staff recommends relocating the project location to the area near the Mallard Picnic Area, outside the BCDC jurisdiction. The project can include the original conceptual elements identified and allows for public participation to re-envision the existing amphitheater, exercise equipment, and open space.
