SUMMARY AND RECOMMENDATIONS
Staff recommend that the City Council adopt a resolution to approve the City Manager’s assignment of the City Clerk.
BACKGROUND
Pursuant to the San Leandro Municipal Code Section 1-2-110, “The City Manager shall assign an officer of the City to the duties of City Clerk, and such officer shall possess the requisite qualifications for such duties. Such assignment shall be approved by the City Council.”
The recruitment for City Clerk was opened externally on December 11, 2025 and closed on January 11, 2026. The City Manager found Sarah Bunting to have the background and experience that best suits the needs of the City Clerk position. Ms. Bunting has over 15 years of experience working in a City Clerk’s Office and possesses a Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks. She has spent the last five months serving in the acting role and has successfully managed the many facets of the City Clerk role during that time. That, coupled with her commitment to moving beyond status quo and her ability to work collaboratively with others has made her the top choice for the City Clerk position.
Financial Impacts
Sufficient funds are included in the Fiscal Year 2026-2027 General Fund budget for the City Clerk position.
1. This Council action will not impact fund balance because there are funds available in the FY2026-2027 adopted budget.
