ADOPT:  Resolution Approving Plans and Specifications and Calling for Bids for the Fiber Loop Project (establishes a complete redundant fiber optic ring throughout the city at a cost of $120,000; $80,000 from Development Fees for Street Improvement [DFSI] funds and $40,000 from the General Fund)
 
Body
WHEREAS, the City Council of the City of San Leandro has established the Development Fees for Street Improvement (DFSI) to mitigate traffic impacts and provide for efficient traffic movement; and
 
WHEREAS, the Fiber Loop Project will allow for the maintenance of efficient traffic movement by providing continued communication among the City's traffic signals; and
 
WHEREAS, the City Council of the City of San Leandro has reviewed and considered the Categorical Exemption prepared for the Fiber Loop Project, and any comments received and hereby finds that the project will not have a significant impact on the environment.
 
NOW, THEREFORE, the City Council finds that the project will not have a significant impact on the environment; and
 
The City Council of the City of San Leandro does RESOLVE as follows:
 
1.      That the specifications, special provisions, and plans for said project are hereby approved; and
 
2.      That bids are hereby called for and the City Clerk is hereby directed to publish notice thereof once in the official newspaper of this City; and
 
3.      That said bids shall be submitted to the office of the City Clerk on or before the date and time specified in the public notice, at which such specified date, time, and place said bids will be publicly opened and read; and
 
4.      That said bids, after being publicly opened and read, will be calculated by the Engineering and Transportation Director; and
 
5.      That the results of the bidding and the calculation of the Engineering and Transportation Director will be reported to the City Council at its regular meeting thereafter.
