RECOMMENDATIONS
Staff recommends that the City Council approve the resolution consenting to the location of construction of 1-marquee sign at the Burrell Sports Field by American Outdoor Advertising related to CalTRANS ODA permit application Nos. A04-0566 & A04-0567. The resolution also acknowledges that the plans and specifications for the construction of the marquee sign were submitted to and approved by the California Department of General Services, Division of the State Architect (DSA).
BACKGROUND AND SUMMARY
The City does not have jurisdiction to approve plans and specifications for public school buildings or construction on school district property. The subject sign is located upon San Leandro Unified School District property adjacent to the Burrell Sports Field. The San Leandro Unified School District properly obtained DSA approval for the construction of 1-marquee sign at the Burrell Sports Field. The sign will be a new and modern electronic readerboard sign adjacent to Interstate-880 in the northbound direction.
The City and the District entered into a joint use agreement for the Burrell Sports Field and the Pacific Sports Complex. The property upon which the sign will be located is identified in the joint use agreement. Therefore, as part of the necessary approvals for CalTRANS ODA permits per California Business & Professions Code section 5354, City consent to the location of the sign is required by the permittee, American Outdoor Advertising. The proposed resolution provides the City's consent that American Outdoor Advertising needs to obtain CalTrans approval, which will allow construction to proceed.
