BACKGROUND

The City of San Leandro is a member of a nine agency collaborative that is focused on the collection and analysis of county-wide labor supply and demand data.  The results of the study can be used to inform strategy and decision making among public agencies and stakeholders to build a diverse and sustainable pipeline of construction workers from their respective jurisdictions.

To accomplish these goals, the Port of Oakland, serving as the Inter Agency Project Labor Agreement collaborative’s lead agency, partnered with the San Francisco Foundation to secure $150,000 in funding from area foundations and agencies to conduct research and generate recommendations for maximizing the effectiveness of Project Labor Agreements in increasing employment of local residents in unionized construction trades.
