SUMMARY AND RECOMMENDATIONS

Staff recommend that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 1 to the agreement with the East Bay SPCA, extending the term for an additional six months and increasing the total not to exceed amount of compensation by $217,500, for a total amount not to exceed $937,500.

BACKGROUND

The Police Department currently partners with the East Bay SPCA to provide quality animal sheltering services as part of its core community support functions. Since initiating this partnership in 2021, the department has established a strong and effective working relationship with the SPCA. Prior to this arrangement, animal shelter services were provided through the City of Fremont, however, Fremont could no longer accommodate the volume of service required by the City of San Leandro.

In March 2025, staff initiated a countywide survey to explore alternative animal shelter options within Alameda and Contra Costa counties. Using the most recent animal service call volume as a benchmark, staff assessed potential service capacity and cost estimates at various facilities. The Police Department's Animal Control unit surveyed the following shelters: Contra Costa County Animal Services, City of Berkeley, City of Hayward, City of Alameda, and Alameda County. All facilities, with the exception of the East Bay SPCA, declined due to capacity issues. The East Bay SPCA, however, provided a cost estimate based on service delivery data from fiscal year 2024-2025, reflecting its ability to continue meeting the City's animal sheltering needs.
