SUMMARY

This authorization provides for the acceptance and appropriation of $100,000 of additional federal Highway Safety Improvement Program (HSIP) grant funds to offset local funds expended on the recently completed Wicks & Manor Intersection Traffic Signal Upgrade Project.

RECOMMENDATIONS

Staff recommend the following:
* Acceptance of the additional HSIP grant funds in the amount of $100,000; and
* Appropriation of the HSIP grant funds in the amount of $100,000 to Wicks & Manor Traffic Signal Upgrade Project, Project No. 2020.5620

BACKGROUND

In 2017, the City was awarded $323,910 of federal Highway Safety Improvement Program (HSIP) funds to upgrade the traffic signal and enhance traffic and pedestrian safety at the intersection of Wicks Boulevard and Manor Boulevard.

In 2023, the construction contract for the intersection was awarded to Ray's Electric, Inc. The project included a comprehensive signal upgrade at the intersection, including the installation of protected left-turn phasing, upgraded signal heads and associated equipment, and implementing video detection systems for vehicles and bikes, including advanced detection. Additional improvements included installation of accessible pedestrian pushbuttons and signals, as well as the construction of curb ramps to meet current Americans with Disabilities Act (ADA) accessibility standards.

Analysis

The project was completed at a total cost of $1,162,900. To help further offset project costs, Staff worked with CalTrans to secure an additional $100,000 of HSIP funds. These funds are required to be used solely to offset eligible Project costs exceeding the initial approved amount.
