RECOMMENDATIONS
Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

BACKGROUND
On May 2, 2011, the City Council awarded the construction contract for the subject project to Blossom Valley Construction. Construction is now complete and is in compliance with the contract documents.

This project was originally proposed to the City by a local community group known as Four Paws Society because the City had no fenced off-leash dog park. The City’s Recreation and Parks Commission determined that such a park would be a benefit to the community and asked the City to add it as a Capital Improvement Program project. During the course of the design, staff updated the various stakeholders, including presentations to the Recreation and Parks Commission, Facilities and Transportation Committee and the Four Paws Society, through its spokesperson.

The new park is located on the City’s Shoreline Recreation Area south of Marina Park, adjacent to the East Bay Discharge Authority facility and the Tony Lema Golf Course. The area was designated for off-leash dog activities, but was not fenced and had no amenities. The park includes separate small and large dog fenced areas. Shade structures with tables, drinking fountains, benches, picnic tables, and trash receptacles were included. The gravel access roadway was also relocated.

Analysis
Project construction is complete.
