SUMMARY AND RECOMMENDATIONS
 
It is recommended that the City Council adopt a resolution to establish a salary schedule for extra-help, hourly, unrepresented employees.
 
BACKGROUND
 
Staff recommends that a salary schedule be established to employ and compensate hourly, extra-help, and intermittent non-represented employees to provide needed support to City services.
 
Analysis
 
In the face of continued, reduced staffing levels City-wide without commensurate reductions in workload, Human Resources has developed a salary schedule for use when the special skills of employees are needed on a short-term, hourly, extra-help basis to complete special projects, cover peak-period and/or overflow workloads, and/or work on an intermittent basis.
 
The salary schedule as proposed should ensure that the City is able to attract limited-duration employees to augment its workforce and to provide for flexibility of assignments as well as internal consistency.  
 
Fiscal Impacts
 
No budget impact.  Funding for the employment of such staff is included in approved departmental budgets.
