SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a Non-Professional Services Agreement (NPSA) with Lind Marine, Inc. for removal and disposal of 15 Boats and Four (4) Boat Trailers from the San Leandro Marina for the maximum amount of compensation of $99,500.

BACKGROUND

Public Works has 15 abandoned and/or relinquished boats, and four boat trailers for disposal. On March 31, 2022, the Finance Department issued Bid No. 21-22.014 for the demolition and disposal of vessels at the San Leandro Marina. Lind Marine, Inc. was the only bidder with a total bid for $99,500. The cost includes all labor, materials, disposal, transportation, equipment, and staffing necessary to perform the work.

Lien proceedings commence when berth accounts are more than 90 days past due. After the City receives authorization for the lien, a public auction is scheduled. The boat owner must pay the balance owed to reclaim the vessel. Unsold vessels are submitted to the Surrendered and Abandoned Vessel Exchange (SAVE) Program for removal and disposal.

The SAVE Program formed by the State of California, Department of Parks and Recreation, Division of Boating and Waterways is an effort to address the problem of abandoned watercraft. The purpose of the program is to provide funds to local public agencies to remove, store, and dispose of abandoned, wrecked, or dismantled vessels or any other partially submerged objects that pose a substantial hazard to maritime navigation. Public Works is also able to accept aged vessels turned in by owners that no longer have means to properly care for their boats.
