SUMMARY
This Consultant Services Agreement (CSA) provides for the design, permitting, and preparation of plans, specifications, and the engineer's estimate for the Hesperian Blvd. Bike Lane Gap Closure project. This project will design new Class IV bike lanes along a segment of Hesperian Blvd. between East 14th Street and Bayfair Drive to enhance bicyclist and pedestrian safety in accordance with the 2024 San Leandro Bicycle and Pedestrian Master Plan.

RECOMMENDATIONS

Staff recommends the following actions:
* Award a CSA in the amount of $630,000 to Sanbell for engineering design services for the Hesperian Blvd. Bike Lane Gap Closure
* Authorize the City Manager or their designee to negotiate and approve individual contract amendments up to 5% (or $31,500) of the original contract amount
* Authorize the City Manager or their designee to negotiate and approve cumulative contract amendments up to 15% ($94,500) of the original contract amount.
* Appropriate $225,000 in grant funds from the Alameda County Transportation Commission (ACTC).
* Appropriate $100,000 in grant funds from the Metropolitan Transportation Commission (MTC); and
* Appropriate $29,249 in City matching funds to the subject project
