SUMMARY
The City of San Leandro (the "City") has identified four locations within the State of California Department of Transportation ("CALTRANS") right-of-way to install four Flock Automatic License Plate Reader (ALPR) cameras. Prior to installation, CALTRANS requires the City to enter into and maintain a Law Enforcement Surveillance Devices (LESD) Maintenance Agreement.
RECOMMENDATIONS
Staff recommends adopting the resolution that approves and authorizes the City Manager to execute a maintenance agreement with CALTRANS to allow for the installation of Flock ALPR's.
BACKGROUND
The San Leandro City Council previously authorized the purchase and installation of 82 Flock ALPR cameras and accepted a donation of four additional cameras. To date, 80 cameras have been installed throughout the City. The remaining six cameras are scheduled for installation on City-maintained poles located within the CALTRANS right-of-way. As these poles fall under CALTRANS jurisdiction, the City is required to obtain an encroachment permit and enter into a LESD Maintenance Agreement with CALTRANS.
Analysis
The installation of additional ALPR's along the CALTRANS right-of-way will significantly enhance the Police Department's ability to investigate criminal activity. These cameras will be positioned strategically along E. 14th Street to monitor areas not previously covered by existing ALPR cameras. By expanding coverage to these high-traffic areas, the Police Department will improve its capacity to identify suspect vehicles, track criminal movements, and ultimately solve crimes more effectively.
