SUMMARY??
In November 2014, Alameda County voters approved Measure BB, which extended Alameda County's transportation sales tax through March 31, 2045, and increased it to one cent beginning April 1, 2022. These funds support local transportation programs, including paratransit services for seniors and individuals with disabilities.
For FY 2025-2026, the City of San Leandro submitted its Annual Paratransit Program Plan, which was approved by Alameda CTC staff and the Paratransit Advisory and Planning Committee (PAPCO) on June 23, 2025. The City will have $1,842,903 in Measure BB funds available; $1,087,314 in carryover funds and $755,589 in new projected revenue.
The proposed funding plan allocates $1,445,611 to paratransit services, including FLEX Shuttle, FLEX RIDES On-Demand, door-through-door volunteer driver program, meal delivery, senior emergency evacuation and day trips, as well as staffing, operations, and fleet replacement.

RECOMMENDATIONS
Staff recommend that the City Council adopt a Resolution (Attachment A) to approve and accept Fiscal Year 2025-2026 Measure BB Funds in the amount of $1,842,903 and authorize the City Manager to negotiate and execute agreements for paratransit services.

BACKGROUND?
In 2000, Alameda County voters approved an extension of Measure B, continuing the half-cent sales tax originally enacted in 1986 through March 31, 2022.
