SUMMARY
The City of San Leandro (City), as a federal Community Development Block Grant (CDBG) entitlement jurisdiction, is required by the United States Department of Housing and Urban Development (HUD) to submit a five-year Consolidated Plan, Annual Action Plans, and Citizen Participation Plan (CPP) to receive annual CDBG funds that the City utilizes to address community development needs.
RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to approve the Amended CPP.
BACKGROUND
The CPP is the City's HUD-approved public process and outreach plan for use of federal CDBG funds. On occasion, CDBG entitlement cities and counties need to modify or amend their CPP to reflect changes to federal law, unexpected circumstances, and ensuring requirements are relevant and current. The Amended CPP (Exhibit A1) encourages community members to participate in the development, revisions, and substantial amendments to the City's CDBG program documents. The proposed updates to the Amended CPP streamline and clarify the process for making substantial amendments to the five-year Consolidated Plan, Annual Action Plans, and the Citizen Participation Plan.
Analysis
Staff recommends amendments to the CPP to serve the following purposes:
* Clarify the definition of a substantial change to the Annual Action Plan
* Update the public process for reviewing proposed substantial amendments to reflect best practices and compliance with HUD regulations

Environmental Review
No environmental review is required for this action. Individual projects contemplated by the Consolidated Plan will undergo environmental review, as necessary, before they are authorized.
