SUMMARY

Building Futures for Women and Children (Building Futures) delivers a range of homelessness and housing response services in San Leandro, including emergency shelter, interim housing, and domestic violence services.

The Lewelling Navigation and Drop-in Center are also operated by Building Futures and helps serve as a focal point in San Leandro where unhoused individuals can access multiple resources such as access to food, showers, laundry and housing services all at one location. Street outreach, also operated by Building Futures, is a critical component of the City's continuum of homelessness response. Outreach engages unsheltered individuals in encampments, vehicles, and RVs, connecting them to health care, social services, and housing resources.

Staff recommend that the City Council approve and authorize the City Manager to execute an agreement with Building Futures for homeless outreach consulting services in an amount not-to-exceed $123,450, in General Funds allocated as part of the FY 2027 Biennial Budget process.

According to data from the 2026 Point-in-Time (PIT) Count, there are 296 individuals experiencing homelessness in San Leandro. More comprehensively, 2024 PIT Count data had a total of 284 individuals experiencing homelessness with approximately 73% (n=228) experiencing unsheltered homelessness.
